Commuters heading north that morning were greeted by not only the Republican from Glen Burnie, but also by an almost 80-foot-wide display of signs and flags. The delegate, seeking his third term, tried to make a connection – however brief – by pointing and waving at the driver of every car, truck and van that passed beneath his feet.

Dwyer, one of the most conservative and controversial politicians in Maryland, calls the traveling display his “brand,” a way to stick in the minds of voters.

“You can’t get any more grass roots than this, because it doesn’t cost any money,” he said. “I don’t have the money to fight back. This is the way I can reach the people.”

As the post-Labor Day world turns from baseball and seersucker to football and tweed, commuters across Anne Arundel County are sure to catch more glimpses of political candidates standing on the side of roadways with wide signs and grins.

And there’s no time to waste, as the primary election has already begun. Maryland wraps up its first foray into early voting today, and the official primary follows on Tuesday.

County Councilman Chuck Ferrar, who is facing a challenge in the Democratic primary from Chris Trumbauer, has spent many recent mornings waving signs at the intersection of Forest Drive and Chinquapin Round Road.

Ferrar said it’s one way to guarantee people who may know him from the community or business world make the connection that he is running for County Council.

“It is amazing how many people see me (waving signs) and recognize me later on,” he said.

County Executive John R. Leopold, typically seen as the pioneer of sign waving in the county, said he even went out to a roadside before surgery this summer. He said sign waving works best as a supplement to knocking on doors.

“Sign waving is only good as a reinforcement of personal contact,” he said. “Sign waving should try to establish … that psychic energy.”

Some candidates have found unique ways to get attention in their sign-waving efforts. Dr. Ron Elfenbein, a Republican running for state Senate in District 30, started holding free blood pressure screenings on Forest Drive last week.

“Most people kind of tune (sign waving) out,” he said. “This is kind of a good way to stand out.”

Elfenbein said he doesn’t try to force politics on the people who stop, since there is a medical purpose to what he is doing. But he did acknowledge that this is a way to introduce himself to the community before the election.

“Clearly there is a political motive there,” he said. “We got a lot of positive feedback.”

Dwyer tries to choose his areas based on traffic counts to maximize his exposure. Although sign waving has physical benefits – the delegate estimates he will lose 20 to 30 pounds over the election season – he acknowledges it is hard to know how many drivers actually vote in a given district.

Meaningful dialogue also can be tough to find.

“I only got eight middle fingers this morning,” Dwyer said. “I’d love to have one of them stop and just engage in a conversation.”

The other day I happened to see Mr. Eric Hartley, Staff Columnist and Blogger whose articles appear in the Gazette frequently. Mr. Hartley has had a few field days with me in the recent months, and his commentaries are usually less than complementary. Mr. Hartley’s grasp on the facts of the Constitutional issue at hand is non- existent, and he tries his best to make me look like a “lunatic fringe” element bent on pushing my religion onto everyone in Maryland.

You can read one of his recent articles here.

I introduced myself to him and we were able to have a chat. I invited him to come and see me in my office for a real conversation. Perhaps he will one day take me up on that offer, and better equip himself to write about me, though we will likely still not agree….. or maybe not- should I hold my breath? It was nice to see the headline below today. Thanks Mr. Hartley, I look forward to our discussion.

———————————————————

I was sitting at the Rockfish restaurant in Annapolis tonight, watching the NCAA men’s basketball championship, when none other than Del. Don Dwyerwalked in to meet some friends. It wasn’t really a surprise to see him there — the Rockfish is a frequent hangout for Republican politicians, as it’s owned by Del. James King, R-Gambrills.

Dwyer, R-Glen Burnie, noticed me, came over and shook my hand. To his credit — considering the things I’ve written about him lately (all of which I stand by) — he was unfailingly courteous and suggested we get together for a chat. We agreed that, while we might not change each other’s minds, it would be good to have a civil talk.

Now comes the part where Dwyer was right. (I’ll bet you were wondering when I’d get to that.)

Not long after underdog Butler’s close loss to the Evil Empire of Duke and its weasel-faced coach, Dwyer walked by me again, said bye and started to walk out of the bar. I called after him that we could surely at least agree we hated Duke.

Dwyer, a Maryland native, smiled and agreed, saying I could write about that. So here you go, Delegate.

As for that whole impeachment thing, well …

Just 6 years after Maryland’s Attorney General Joe Curran issued his official opinion on the recognition of out of state same sex marriage, Maryland’s current Attorney General Doug Gansler has overturned it. In doing so, he not only bypassed the long standing practice of referring to standing opinions from previous Attorney Generals, he also usurped the power of the General Assembly. The immediate effect of this opinion is far-reaching. It nullifies Maryland’s current law that states “only marriage between a man and a woman is valid in this state.”

To hold the office of Attorney General one must put his or her personal agenda on hold and consider the greater good of the state. Personal prejudice has no place in consideration of law. The sworn oath the Attorney General takes is very clear. It demands him to be, “faithful and bear true allegiance to the State of Maryland, and support the constitution and Laws thereof; and that I will, to the best of my skill and judgment, diligently and faithfully, without partiality or prejudice, execute the office of Attorney General according to the Constitution and Laws of this State.” Irrefutable evidence exists proving Mr. Gansler violated his oath of office by offering partial and prejudice testimony in his official capacity. He is not constitutionally authorized to offer partial and prejudice testimony under the cloak of his elected office.

He has unabashedly supported the not only the recognition of out of state same sex marriages, but also overtly advocates for Maryland to start performing them. In his testimony in the Maryland Senate in 2008 he fully outlines what he thinks is his job as Attorney General. “The role of the Attorney General is not just to enforce the law, but to seek justice in every case.” He went on to say “It would be hard for me to have this job knowing that there is something so wrong in our society and just ignore it and be able to come down and at least testify on behalf of this bill.” This action is in direct conflict with the intent of the Oath of Office to which he swore his allegiance. It is also a grave injustice to the citizens of Maryland.

The Attorney General has argued his opinion has no effect of law and is meant to “guide judges and state agencies,” yet when asked, he has been quoted in a local newspaper as saying, “What an Attorney General’s opinion does is it becomes the law of the land unless or until a Legislature or a court overturns that decision.” One has to wonder which of his own opinions he believes.

Ironically, if he truly believes that an Attorney General’s Opinion stands until overturned by a court ruling or legislative process, why did he consider his predecessor’s opinion vulnerable and invalid? Since 2004 no court ruling or legislative action was imposed against it. Oddly enough, Mr. Gansler’s office successfully defended the 2004 opinion in Maryland’s highest court protecting the sanctity of marriage.

These actions show a clear disregard for Maryland and the legislative process by which it is enacted. For this reason, I am holding Maryland’s Attorney General accountable for his actions. I am preparing articles of impeachment based on the offenses outlined in this writing. One can only hope that this process will not be circumvented for political expediency.
