<p>Here&#8217;s why: In Maryland, the Democrat primary controls for the most part, the elections in three major jurisdictions. Prince Georges, Montgomery County and Baltimore City. If the gun community alone follows me in this strategic plan, we can have a real effect on the next statewide election. What we have been doing for decades is NOT working. We are losing the war on our Inalienable Rights. It’s time we fight back strategically and quickly to save our State.</p>
<p>I am considering registering Democrat in order that I may lead a legitimate movement (<a href="http://www.freestatedinos.com">www.freestatedinos.com</a>) to VOTE OUT the hard left liberals who are hell bent on taking away our liberties and our Constitutionally protected rights. <p>We must do all we can to defend the State &amp; United States Constitutions. I truly fear that we are about to lose yet again more of our constitutionally protected rights here in Maryland.</p>
<p>Maryland politicians have no fear of a few thousand angry and determined Republicans. However, A few thousand angry and determined Democrats can do significant damage to a primary.</p>

<p>Sen. Karen Montgomery barely won her primary in 2010 by <b><span style="text-decoration: underline;">116 VOTES</span></b>!! Can we enlist just 200 DINO&#8217;s in District 14 to take her out?</p>

<li>In Maryland the Democrat primary controls for the most part the majority of our elections. If enough people who disagree with the ultra hard left position changes their party affiliation and votes in the primary- we can have a real impact on the next statewide election.</li>
<li>Many far left politicians, protected from ever losing their seat in BLUE Maryland, act with impunity and disregard for the Constitution. Example: SB 281/ HB 294 ( for several days thousands of citizens converged on Annapolis to oppose, yet the bills are still being pushed through)</li>
<li>Many of those legislators who sponsored and are committed to voting for SB 281 / HB 294 and directly ignoring the voice of their constituents, their oath of office and the US Constitution are in fact, clearly defeat-able in the primary.</li>
<li>By using the primary to hold these and any future legislators of the Majority Party RESPONSIBLE, liberty minded citizens of Maryland can effectively bring about CHANGE.</li>

				<content:encoded><![CDATA[<p>In January of this year I sent a letter to the Maryland Sheriffs Association urging them to take a stand, as the duly elected law enforcement officers of the people of Maryland to defend and protect the citizens rights to kep and bear arms as protected by the Second Amendment of the United States Constitution.   I am so pleased and honored to know that Maryland Sheriffs Association has come out in strong oposition to the Governors gun ban initiatives. A big thank you goes out to Wicomico Sheriff Mike Lewis, and all the Sheriffs who stand with him and with the citizens of Maryland. ( I will identify each of the Sheriffs in a later post)</p>

				<content:encoded><![CDATA[<p>Isnt it frightening to hear the words “200 million in cuts to education” or hundreds of millions in cuts to services such as police departments and libraries?  It is important to note that these “cuts” are cuts in projected spending, not real belt tightening cuts to existing departmental budgets. The total budget passed by the legislative body being called a doomsday budget is by no means a true doomsday budget, it includes $700 million in growth! That’s right, growth!</p>
<p>According to the Department of Legislative Services, even with the cuts included in the “Doomsday Budget”, total state spending still increases by nearly $700 million over last year. Total state spending in FY 2012 was $34.7 billion, in FY 2013 total spending increased to $35.4 billion. </p>
<p> Education spending under this budget grows from $4,948.70 in FY 2012 to $4,950.50 in FY 2013- this is  by no means a cut to education. Furthermore, the reconvening special taxing session of the General Assembly will result in the shift of teacher pensions from the state to the counties which will ultimately result in additional county tax increases.</p>
<p> Over the course of this Governor’s administration, Annapolis’s solution to the state’s fiscal problems is to dig deeper into the citizens’ pockets. Taxes, tolls, and fees have increased multiple times since Governor O&#8217;Malley came to office and spending has increased by over $1 billion every year. This year was no exception. During the regular 90 day legislative session, Governor O&#8217;Malley&#8217;s budget as proposed, included over $300 million in higher taxes and fees and shifted $238 million of the costs of teacher pensions to the counties, guaranteeing a tax increase at the local level as well. This is money Marylanders can ill afford at this time of economic leanness. Because his tax package was not passed, we will convene again on Monday at a cost of over 20 thousand dollars a day to overburdened taxpayers, in order to “ get it done” as he has been quoted.</p>
<p> Recent polls show that 96% of Marylanders feel that they pay enough taxes. They are now under the shadow of even more tax hikes and I promise you that I have heard from hundreds of my constituents who have asked for NO SPECIAL TAXING SESSION. For this reason I will not be supporting any tax increases, or any part of the Governor’s special taxing session agenda.</p>

<p><strong><span style="font-size: small;">BALTIMORE </p>
<p><span style="font-family: Times New Roman,Times New Roman; font-size: small;"><span style="font-family: Times New Roman,Times New Roman; font-size: small;">, April 26, 2011 – Baltimore Gas and Electric Company (BGE), today announced that residential customers who purchase their power from the utility, under Standard Offer Service (SOS) rates, can expect to see a year-over-year decrease of approximately 14 percent in the commodity portion of their bill beginning June 1, 2011, based on new supply contracts approved by the Maryland Public Service Commission on Friday, April 22, 2011. The projected decline follows a similar decrease in June 2010 and collectively results in a 24 percent reduction in the commodity cost of electricity, from 12.0 cents per kilowatt hour (kWh) in June 2009 to 9.2 cents per kWh, beginning in June 2011. For the typical residential customer, this equates to a savings of $28 per month or $336 per year. These annual rates are a blend of summer and non-summer rates. Combined with delivery costs, BGE’s residential customers will see a decline in their total bill of approximately 17 percent. </span></span> </p>

<p><span style="font-size: small;">&#8220;Customers are taking full advantage of these programs and recognize the significant savings they offer,&#8221; said Mark D. Case, senior vice president of strategy and regulatory affairs for BGE. &#8220;More than 440,000 peak energy conservation devices have been installed in customers’ homes and more than 7 million reduced-price compact fluorescent light bulbs have been sold at participating retailers. Additionally, more than 17,000 customers have taken advantage of BGE’s Quick Home Energy Check-ups or Home Performance with ENERGY STAR programs and discovered new opportunities for making their homes more energy efficient. These programs also support EmPOWER Maryland’s goal of reducing energy consumption 15 percent by 2015.&#8221;</p>
<p>Non-residential customers are also benefiting from lower commodity prices. BGE projects small commercial customers &#8211; typically businesses similar in size to a convenience store – will see a decline of approximately 20 percent in June 2011 compared to June 2009.</p>

				<content:encoded><![CDATA[<p>Dear Constituents:</p>
<p>I’d like to take a moment to wrap up the 2011 legislative session.</p>
<p>As you know Maryland like many other states has over spent for decades. As result, we continually run a deficit and accumulate additional debt.</p>
<p>I believe the budget should have been the focus of this legislative session however; the battle over same sex marriage, cross dressing legislation and illegal immigrant tuition discounts, consumed much of this year’s session.  It is my belief that these issues were in fact a smokescreen and a distraction to deflect attention away from the looming budget crisis. Unfortunately, the budget crisis was overshadowed by social issues.</p>
<p><strong>State Budget</strong></p>
<p>Once again, the O’Malley administration and the majority party passed a 34 billion dollar budget this year. This equates to over $1 billion more than last years budget, yet you have undoubtedly heard Governor O’Malley say that he cut the budget. Included in the budget is $1.4 billion in new spending, a 10.6% increase. </p>
<p><strong>Fees and Taxes</strong></p>
<p>This budget is balanced with tax and fee increases, including:</p>
<ul>
<li>Vehicle Titling Tax doubled  $50 to $100</li>
<li>Vanity Plate Fee doubled from $25 to $50</li>
<li>Land Recording Fees – doubled  $20 to $40</li>
<li>Birth Certificate Fees – doubled from $12 to $24</li>
<li>Increase in Hospital Assessments adding 2.5% to rates</li>
<li>Increasing Nursing Home Tax from 4% to 5.5%</li>
</ul>
<p>The budget included a reduction in prescription benefits to retired state employees, now living on a fixed income. Because of the Governor’s failure to address the real problem of gross overspending, and failure to look for real solutions to the budget crisis, I committed once again to voting against the budget.</p>
<p><strong> </strong></p>
<p><strong><span style="text-decoration: underline;">SB1213</span></strong> raises tax on alcohol from 6% to 9% by July 1, 2011. When this bill was first introduced it was billed as a dime a drink increase with the funds going to assist the developmentally disabled citizens of MD, with the increase in sales tax gradually over several years. As it became certain that the votes were there, the bill was amended quickly to remove the allocated funding to the disabled, and to apply the increase at once. When we attempted to debate the increase, the Speaker of the House shut down debate and forced a vote on this bill. This tax will have a decidedly negative effect on many small businesses throughout the state. Bar and restaurant owners are unfairly singled out for taxing, and those especially hard hit will be Maryland businesses located on the borders to Pennsylvania and Delaware, where Marylanders will travel to buy alcohol.</p>
<p>In addition, many other new or increased taxes were proposed, including a gas tax and grocery bag tax. I voted against and strongly opposed all of these tax proposals.</p>
<p><strong>Tuition Discounts for illegal immigrants</strong></p>
<p><strong> </strong><a href="http://mlis.state.md.us/2011rs/billfile/sb0167.htm">SB 167/ HB 470</a> this bill grants in state tuition rates to illegal immigrants residing and working in MD. Despite the fact that this inclusion will cost taxpayers money, will guarantee Maryland’s place as a premier “ sanctuary state” and will undoubtedly result in a federal lawsuit due to its unconstitutionality; was passed by a vote of <a href="http://mlis.state.md.us/2011rs/votes/senate/1203.htm">27- 19 in the Senate</a> and <a href="http://mlis.state.md.us/2011rs/votes/house/1192.htm">74-65 in the House of Delegates</a>. <p> I voted against this and will continue to stand against benefits and rights to those residing here illegally at any rate, and especially at the cost to taxpaying citizens.</p>
<p><strong>Same Sex Marriage</strong></p>
<p>As you know I have been the general on the battle field of marriage in the state of Maryland for nearly 8 years now.  As result, I have seen many futile attempts to legalize same sex marriages in our state.</p>
<p>This year that all changed.  This legislative session the skid was greased by special interest and same sex marriage legislation was slated to pass. <a href="http://mlis.state.md.us/2011rs/billfile/sb0116.htm">SB 116</a> passed easily through the <a href="http://mlis.state.md.us/2011rs/votes/senate/0213.htm">Senate by a vote of 25-21</a> and then unexpectedly hit the brakes in the House of Delegates as the citizens came to the defense of marriage in MD by calling and visiting legislators to make their voices on this issue heard.</p>
<p> Much to the surprise of the homosexual activist and the Democrat leaders, after a full week, they were unable to secure the 71 votes needed to legalize same sex marriage in Maryland.  In a procedural move, the bill was sent back to committee where it would rest peacefully.  This maneuver prevented the Democrats from having to be on record on a vote that would most likely effect the outcome of the 2014 elections. <p><strong>Pro – Life</strong></p>
<p>It has been a bitter sweet session regarding the life of the unborn.  Though not one of our 11 Pro Life bills made it to the full House or Senate for a vote, I am heartened because there were 11 Pro Life bills introduced by a variety of individual lead sponsors. We have 28 legislators recognized as “Pro Life” who are committed to the issue of defending the life of the unborn.</p>
<p> I am heartbroken that the pro life members have failed to advance even one piece of pro life legislation to the House or Senate floor.  For this reason I initiated the new formation of the pro life caucus this session. The members of this year’s caucus are willing to fight the fight for the life of the unborn. <p>Its important to note that many of the bills, such as <a href="http://mlis.state.md.us/2011rs/bills/hb/hb0023f.pdf" target="_blank">HB 23</a> and <a href="http://mlis.state.md.us/2011rs/bills/hb/hb0187f.pdf" target="_blank">HB 187</a> simply require abortion clinics to be regulated and licensed. these were also killed in Health and Government Operations Committee, some without even getting a vote. These bills can only help preserve the safety of women in Maryland, and yet the bills do not even see a fair committee vote.</p>
<p>I am committed to starting a war on the issue of abortion as I have on the issue of marriage. It’s high time we stop the innocent murder of the unborn while we as a culture want to preserve the life of convicted murderers.</p>
<p>I have done my best to represent the values and views of those who sent me back to Annapolis to represent them.  I have never wavered from my beliefs and convictions on many issues and I have never allowed political correctness to get in the way of the truth.</p>

<p> In November 2010, Dr. Leroy Carhart opened an abortion clinic that specializes in late term abortions in Gaithersburg Maryland.  The arrival of Dr. Carhart initiated an outcry of public resistance to the practice of late term abortions.  There is no doubt that he came to Maryland because of the states very lax laws and the fact that abortion clinics are not regulated in any way. He is literally getting away with murder.</p>
<p> In the past year, there have been reports of simply egregious, barbaric and deadly practices of abortion providers in Maryland.  There is no doubt that women’s physical and mental health are at risk as result of the Legislatures unwillingness to regulate facilities and doctors performing abortions in Maryland.</p>
<p>There was also a hearing on Maryland’s Personhood Amendment that would confer the constitutional right to life from the moment of conception.  This bill has been heard for the past three years.  This year, all of the testimony on the bills was factual and irrefutable. </p>
<p>Dr. Carhart’s arrival in Maryland has thrown fuel on the smoldering fire of the Pro Life community.  The barbaric nature of late term abortions opens an entirely new debate that is certain to tug at the heartstrings of Maryland’s most liberal communities.</p>
<p>It’s time that we fight to drive Dr. Carhart and all abortionist who harm unsuspecting pregnant minority women out of our state.  Next session there will be a new strategy that involves public intervention to bring this issue front and center in the Maryland General Assembly.</p>
<p>The Pro Life legislation has not been voted as of today but we will keep you posted on the progress of all Pro Life legislation in the Maryland General Assembly.</p>

<p>1. Consecutive Sentencing &#8211; (Co-Sponsored by Dwyer) HB1269: Require that a sentence for participation in a criminal gang be served consecutively to any other criminal sentence. <em>This bill was adopted, but amended to only apply in the event of a murder.</em></p>
<p>2. Definition of Criminal Gang Member &#8211; (Sponsored by Dwyer) HB1307: Require the development of a definition of gang member that is consistent across the State to make it easier for prosecutors to invoke the gang statute.</p>
<p>3. Diminution Credits for Gun Crimes by Gang Members &#8211; (Co-Sponsored by Dwyer) HB1229: Prohibit use of diminution credits for gun-related crimes by gang members.</p>
<p>4. Include Misdemeanors as Gang Crimes &#8211; (Co-Sponsored by Dwyer) HB1265: Amend existing gang statute definition of &#8220;underlying crime&#8221; to include misdemeanors, including assault, prostitution, gambling, malicious destruction of property, defacement of property, human trafficking, etc. at reduced sentences (5 years max) versus felonies (10 years max). <em>This was partially adopted.</em></p>
<p>5. Gang Solicitation &#8211; (Co-Sponsored by Dwyer) HB1211: Expand existing statute beyond just &#8220;threatening&#8221; people to join a gang to include such concepts as entice, induce, cajole, lure, etc.</p>
<p>6. Adult Court &#8211; (Co-Sponsored by Dwyer) HB1260: Establish presumption of adult court for 16-year-olds involved in gang crimes.</p>
<p>7. Pretrial Release &#8211; (Co-Sponsored by Dwyer) HB1237: Prohibit commissioners from granting pretrial release to repeat offenders involved in gang crimes &#8211; only a judge could grant pretrial release.</p>
<p>8. Forfeiture of Property &#8211; (Co-Sponsored by Dwyer) HB1181: Piggyback existing drug-crime statute to include gang crimes so that gang members forfeit assets acquired as a result of gang crime.</p>
<p>9. Signal Jamming &#8211; (Co-Sponsored by Dwyer) HJ!0: Petition US Congress to adopt legislation to allow the States to block cell phones in correctional facilities.</p>
<p>10. Clarify Definition of Criminal Gang &#8211; (Co-Sponsored by Dwyer) HB1259: Remove the word &#8220;ongoing&#8221; from the current definition of a criminal gang in order to make it easier for prosecutors to invoke the gang statute.</p>

<p>Did I hear Maryland Gov. Martin O&#8217;Malley, D, right during his second debate with former Republican Gov. Robert Ehrlich? Did O&#8217;Malley call illegal immigrants &#8220;new Americans&#8221;?</p>
<p>Good thing I recorded that debate on a DVD. I replayed it Saturday night, and O&#8217;Malley&#8217;s exact quote was this, part of his response to a question about illegal immigration.</p>
<p>&#8220;There is this nativism rising up and this desire to blame new Americans for the problems in our economy.&#8221;</p>
<p>Yeah, he said it. And Ehrlich was quick to pounce on the gaffe.</p>
<p>&#8220;If somebody breaks in my house, is that a new member of my family that night?&#8221;</p>
<p>At another point in the debate, Ehrlich aimed this salvo at O&#8217;Malley: &#8220;I think we have finally focused on the problem: The governor doesn&#8217;t understand the fundamentals of state government.&#8221;</p>
<p>O&#8217;Malley sure as heck doesn&#8217;t understand how people who immigrate to this country get to be &#8220;new Americans.&#8221; Sneaking into the country illegally &#8212; or staying put after a visa has expired &#8212; isn&#8217;t part of the process.</p>
<p>Those interested in knowing what that process is need only Google the three simple words &#8220;naturalization,&#8221; &#8220;process&#8221; and &#8220;American.&#8221; They&#8217;ll immediately see the topic &#8220;Naturalization Process, How To Become A U.S. Citizen&#8221; on the Web site <a href="http://r20.rs6.net/tn.jsp?llr=eqzjrqcab&amp;et=1103802846545&amp;s=430&amp;e=001UCUKAvKNgGTYE9hnnMo6i95Kn4UAVUA4o4-q8Kkly0Yigase6jVcrBX2s43tkknfoay9wzwR8AtlJo8WFAtG2olIYdxzP3N8GbrxMl_VA4It3s153IAUTq0y8SzaVahvqFQ05zGK7UzxKSL_I1x75PTYcHr0QE3McsUvwJgSW-g=" target="_blank">uscitizenship.info/ins-citizenship-process</a>.</p>
<p>Once searchers click on the link, they&#8217;ll come to a page of the U.S. Citizenship and Immigration Services, USCIS for short. (In simpler times, this was the government agency known as the Immigration and Naturalization Service.)</p>
<p>The USCIS page lists the four steps immigrants need to take if they want to become &#8220;new Americans.&#8221; Those steps are:</p>
<p>1. Submit a complete application.</p>
<p>2. Get fingerprinted.</p>
<p>3. Attend a USCIS interview and take tests.</p>
<p>4. Take the oath to become a &#8220;new American.&#8221;</p>
<p>At least three steps of that four-step process are relatively easy for those immigrants who&#8217;ve entered the country legally: submitting the application, getting fingerprinted and taking the oath.</p>
<p>The third step has two parts, which might present a difficulty for some. Even if immigrants wishing to become naturalized citizens ace the interview, they still face the hurdle of passing the English and civics tests. But at least they have the comfort of knowing that many native-born, English-speaking Americans probably couldn&#8217;t pass the darned tests either.</p>
<p>Illegal immigrants, almost by definition, can&#8217;t participate in the four-step process. For the interview, they would have to bring identification &#8220;and any other documents that the USCIS may have requested.&#8221; To even begin the process &#8212; the application &#8212; they would need supporting documents and two passport-size photos.</p>
<p>So how, as O&#8217;Malley suggested, would we &#8220;create a pathway to citizenship&#8221; for illegal immigrants? Why, by having all 12 million of them bypass the four-step process, of course.</p>
<p>That&#8217;s precisely what those who support a &#8220;pathway to citizenship&#8221; are proposing. That&#8217;s why Americans should reject such foolishness out of hand.</p>
<p>The phrase O&#8217;Malley should have used in lieu of &#8220;new Americans&#8221; is &#8220;new Marylanders.&#8221; The nation&#8217;s leading sanctuary state east of the Mississippi has created its own criteria for state citizenship. And it also has four steps:</p>
<p>1. Enter the country, preferably illegally.</p>
<p>2. Whine about being a victim even though you&#8217;ve broken our nation&#8217;s laws. In fact, make no reference at all to your breaking the law. Talk about your &#8220;rights&#8221; instead.</p>
<p>3. Pin the racist tag on anyone who opposes your flagrant breaking of the law.</p>
<p>4. This is the most important step of all: Vote Democratic.</p>
<p>&#8220;New Americans&#8221; indeed. If there were an award given for the most craven display of caving in to an interest group, O&#8217;Malley would win it hands down.</p>

<p>Monday&#8217;s debate between Martin O&#8217;Malley and Bob Ehrlich was quite instructive, and no more so for me than when O&#8217;Malley used the term &#8220;new Americans&#8221; to describe illegal aliens not only residing in Maryland but throughout the nation and his support for a &#8220;comprehensive&#8221; solution to the problem favored by the Democrats and the Obama administration. Leave it to a Democrat to get it wrong on essentially all levels.</p>
<p>So, according to O&#8217;Malley and Obama and Democrat logic, anyone arriving in our country by hook or by crook is automatically a &#8220;new American&#8221; and that designation is rationalized by using the tired and boring anecdote that, hey, we&#8217;re all immigrants, in fact we&#8217;re a nation of immigrants.</p>
<p>As usual, Martin O&#8217;Malley is wrong. We&#8217;re not just merely a nation of immigrants. Rather, we&#8217;re a nation of legal immigrants. That&#8217;s a huge distinction. And under what circumstances should people be allowed to become legal immigrants? As the late, great economist Milton Friedman said, you can&#8217;t have open borders in a welfare state.</p>
<p>The immigrants to America in the late 19th and early 20th centuries, the period from which most Americans can trace their immigrant roots, was far different than the situation today. When our relatives came to America, they had four choices after getting off the boat at Ellis Island. They could work, or be supported by relatives and friends, or return to their native country, or roll up in a fetal position and die. That was it.</p>
<p>That is decidedly not the case today, especially for illegal aliens living in Martin O&#8217;Malley&#8217;s Maryland, where supporting the illegal folks living in our state cost taxpayers over $1.4 billion last year alone in medical, education and justice system services. That&#8217;s money that should have been used for the citizens of Maryland as well as the legal immigrants that have moved here. That&#8217;s true compassion. That&#8217;s Bob Ehrlich&#8217;s style of compassion, trying to make the treasure of our state available to those that belong here, not those that lawfully do not.</p>
<p>Here&#8217;s a simple rule of thumb to determine the true motives of our Democrat leaders like Martin O&#8217;Malley and Barack Obama. How long would it take them to close the American borders if those illegals streaming across would likely be voting Republican instead of Democrat? Draw your own conclusions.</p>

<p>SAN DIEGO &#8212; When a major Mexican drug cartel opened a branch office here on the California side of the border, U.S. authorities tapped into its cellphones &#8211; then listened, watched and waited.</p>
<p>Their surveillance effort captured more than 50,000 calls over six months, conversations that reached deep into Mexico and helped build a sprawling case against 43 suspects &#8211; including Mexican police and top officials &#8211; allegedly linked to a savage trafficking ring known as the Fernando Sanchez Organization.</p>
<p>According to the wiretaps and confidential informants, the suspects plotted kidnappings and killings and hired American teenage girls, with nicknames like Dopey, to smuggle quarter-pound loads of methamphetamine across the border for $100 a trip. To send a message to a rival, they dumped a disemboweled dog in his mother&#8217;s front yard.</p>
<p>But U.S. law enforcement officials say the most worrisome thing about the Fernando Sanchez Organization was how aggressively it moved to set up operations in the United States, working out of a San Diego apartment it called &#8220;The Office.&#8221;</p>
<p>At a time of heightened concern in Washington that drug violence along the border may spill into the United States, the case dubbed &#8220;Luz Verde,&#8221; or Green Light, shows how Mexican cartels are trying to build up their U.S. presence.</p>
<p>The Fernando Sanchez Organization&#8217;s San Diego venture functioned almost like a franchise, prosecutors say, giving the group greater control over lucrative smuggling routes and drug distribution networks north of the border.</p>
<p>&#8220;They moved back and forth, from one side to the other. They commuted. We had lieutenants of the organization living here in San Diego and ordering kidnappings and murders in Mexico,&#8221; said Todd Robinson, the assistant U.S. attorney who will prosecute the alleged ring next year.</p>
<p>The case shows that as the border becomes less of an operational barrier for Mexican cartels, it appears to be less of one for U.S. surveillance efforts. Because the suspects&#8217; cellphone and radio traffic could be captured by towers on the northern side of the border, U.S. agents were able to eavesdrop on calls made on Mexican cellphones, between two callers in Mexico &#8211; a tactic prosecutors say has never been deployed so extensively.</p>
<p>Captured on one wiretap: a cartel leader, a former homicide detective from Tijuana, negotiating with a Mexican state judicial police officer about a job offer to lead a death squad.</p>
<p>Recorded on other calls: the operation&#8217;s biggest catch, Jesus Quinones Marquez, a high-ranking Mexican official and alleged cartel operative code-named &#8220;El Rinon,&#8221; or &#8220;The Kidney.&#8221; As he worked and socialized with U.S. law enforcement officials in his role as international liaison for the Baja California attorney general&#8217;s office, Quinones passed confidential information to cartel bosses and directed Mexican police to take action against rival traffickers, prosecutors say.</p>
<p>He and 34 other suspects are now in U.S. jails. The remaining eight are still at large.</p>
<p>Investigators say it is not unusual for Mexican cartel leaders and their underlings to move north in search of refuge or to place representatives in such cities as Los Angeles, Chicago and Atlanta to manage large deliveries of drugs. But the Fernando Sanchez Organization was more ambitious. It was building a network in San Diego, complete with senior managers to facilitate large and small drug shipments and sales.</p>
<p><strong>Cross-border network</strong><br />
The gang is an offshoot of the Tijuana cartel, led by baby-faced Fernando Sanchez Arellano, a nephew of the once fearsome Arellano-Felix brothers who ran the Tijuana drug trade for almost 20 years before they were captured or killed. The nephew&#8217;s organization is a weaker syndicate, at war with itself and rivals, police say, and locked in a desperate struggle to maintain market share in the highly competitive billion-dollar drug corridor into California.</p>
<p>Unlike the cartel crews in Mexico, which are typically built on strong ties between families or friends, the San Diego franchise recruited from U.S.-based Latino street gangs. Some recruits were illegal immigrants, others U.S. citizens, according to arrest warrants. Twelve of the 43 indicted have alleged gang affiliations in San Diego. Six of the 43 are current or former Mexican law enforcement officers. Eight are women.</p>
<p>&#8220;You couldn&#8217;t pick these people out of a crowd,&#8221; said Leonard Miranda, a retired captain in the Chula Vista, Calif., police department who worked on the investigation. &#8220;Some of them kept a very low profile. Their family members didn&#8217;t even know.&#8221;</p>
<p>According to the 86-page federal racketeering indictment unsealed July 23, cartel members operated stash houses, managed smuggling crews, distributed marijuana and methamphetamine, trafficked in weapons, laundered money, committed robberies and collected drug debts. When people did not pay, they were kidnapped or targeted with execution on both sides of the border.</p>
<p>U.S. authorities say the wiretaps allowed them to foil murder plots and other violent acts. The assistant special agent in charge of the San Diego FBI office, David Bowdich, said his teams stopped the execution of two Mexican police officers. The authorities also saved a cartel associate called &#8220;Sharky&#8221; who was going to be killed because he had disrespected drug lords in Tijuana.</p>
<p><strong>Troubling signs</strong><br />
From their apartments by the beach or cars parked at motels, the targets of the investigation talked and talked on their cellphones.</p>
<p>They almost always spoke in Spanish, usually in clipped code, with lots of street slang. They bought and quickly discarded the phones. Top lieutenants often employed &#8220;alineadores,&#8221; personal assistants who juggled a dozen phones and took messages so that the boss would not be heard on the line. Investigators say the alleged cartel members clearly were afraid that their calls could be monitored.</p>
<p>And they were right. In February, the FBI secured hard-to-get &#8220;roving&#8221; wiretaps for 44 individuals that allowed investigators to track their movements via global positioning satellites.</p>
<p>According to U.S. law enforcement officials, the Mexican government was not involved in the investigation.</p>
<p>Quinones, the high-ranking Mexi</p>
<p>can official, was a close adviser to Attorney General Rommel Moreno, the top prosecutor in Mexico&#8217;s Baja California state. He was arrested July 22 when U.S. agents invited him to the San Diego police department to help with an investigation. It was a setup.</p>
<p>&#8220;My client&#8217;s gone from a cross-border international liaison officer to a guy in a 10-by-10-foot isolation cell in lockdown 23 hours a day,&#8221; said his attorney, Patrick Hall, who described Quinones as &#8220;a normal dad with three kids, married 11 years, who lived in Tijuana all his adult life and was one of the dads out there at the Little League baseball games.&#8221;</p>
<p>Hall said the federal agents were &#8220;reading in facts and interpretations and distortions into the true meanings of what&#8217;s being said on the wiretaps.&#8221;</p>
<p>Quinones&#8217;s arrest has almost certainly dealt a blow to efforts at cross-border information sharing and collaboration, though officials on both sides played down the apparent betrayal. &#8220;Would you stop going to church just because of one bad priest?&#8221; Quinones&#8217;s boss, Moreno, said in an interview in Tijuana.</p>
<p>But the U.S. wiretaps also detected other troubling signs of corruption.</p>
<p>On the day of the mass arrests, U.S. agents arranged for suspected drug lieutenant Jose Najera Gil to pick up visa documents he was seeking from the U.S. Consulate in Tijuana. But the Mexican police who were supposed to arrest him at the consulate failed to show up.</p>
<p>A day before the arrests, another Mexican police officer, Jose Ortega Nuvo, received a call on his cellphone, which was being tapped by U.S agents. The caller warned him that he was about to be arrested. According to court testimony, the call came from the offices of the federal police in Mexico City &#8211; a special unit vetted to work alongside agents from the U.S. Drug Enforcement Administration.</p>
