I have had a great time campaigning, getting to see people all over our district and meeting new folks has been a really great experience.I am encouraged by the trust that you have given me, I am humbled each and every time I pass a yard with my sign, or see volunteers wearing a Dwyer t- shirt and as always, I am honored to have been given the chance to serve you as your representative in Annapolis. With your help in these last few days,I am confident that I will return to continue being YOUR conservative voice.

Volunteers are needed to help sign wave at each of the 40 polling locations during the busy hours. I’d like to cover polls from 7-10am and then again from 4-8pm. Volunteers will greet voters and offer Delegate Dwyer’s literature to those ho want it. This is a very effective way to show support and enthusiasm and is a crucial part of the campaign, as many people make up their minds as they walk into the polls.

All volunteers are invited to come to Beefalo Bob’s on Ft. Smallwood Road where we will watch the returns.

To sign up to help me with poll support, please email Louisa Baucom.

Email Louisa Now!

I hope that if you can you will give me just a little bit more of your time and support!

Constitutionally Yours,

Don Dwyer

PS! If you have a DWYER yard sign,I would appreciate it if you would take the sign with you when you vote and plant it at the entrance of your polling location.

I have participated in Maryland’s Gang Task Force, and sponsored or co-sponsored the following bills from 2007-2010:

1. Consecutive Sentencing – (Co-Sponsored by Dwyer) HB1269: Require that a sentence for participation in a criminal gang be served consecutively to any other criminal sentence. This bill was adopted, but amended to only apply in the event of a murder.

2. Definition of Criminal Gang Member – (Sponsored by Dwyer) HB1307: Require the development of a definition of gang member that is consistent across the State to make it easier for prosecutors to invoke the gang statute.

3. Diminution Credits for Gun Crimes by Gang Members – (Co-Sponsored by Dwyer) HB1229: Prohibit use of diminution credits for gun-related crimes by gang members.

4. Include Misdemeanors as Gang Crimes – (Co-Sponsored by Dwyer) HB1265: Amend existing gang statute definition of “underlying crime” to include misdemeanors, including assault, prostitution, gambling, malicious destruction of property, defacement of property, human trafficking, etc. at reduced sentences (5 years max) versus felonies (10 years max). This was partially adopted.

5. Gang Solicitation – (Co-Sponsored by Dwyer) HB1211: Expand existing statute beyond just “threatening” people to join a gang to include such concepts as entice, induce, cajole, lure, etc.

6. Adult Court – (Co-Sponsored by Dwyer) HB1260: Establish presumption of adult court for 16-year-olds involved in gang crimes.

7. Pretrial Release – (Co-Sponsored by Dwyer) HB1237: Prohibit commissioners from granting pretrial release to repeat offenders involved in gang crimes – only a judge could grant pretrial release.

8. Forfeiture of Property – (Co-Sponsored by Dwyer) HB1181: Piggyback existing drug-crime statute to include gang crimes so that gang members forfeit assets acquired as a result of gang crime.

9. Signal Jamming – (Co-Sponsored by Dwyer) HJ!0: Petition US Congress to adopt legislation to allow the States to block cell phones in correctional facilities.

10. Clarify Definition of Criminal Gang – (Co-Sponsored by Dwyer) HB1259: Remove the word “ongoing” from the current definition of a criminal gang in order to make it easier for prosecutors to invoke the gang statute.

Did I hear Maryland Gov. Martin O’Malley, D, right during his second debate with former Republican Gov. Robert Ehrlich? Did O’Malley call illegal immigrants “new Americans”?

Good thing I recorded that debate on a DVD. I replayed it Saturday night, and O’Malley’s exact quote was this, part of his response to a question about illegal immigration.

“There is this nativism rising up and this desire to blame new Americans for the problems in our economy.”

Yeah, he said it. And Ehrlich was quick to pounce on the gaffe.

“If somebody breaks in my house, is that a new member of my family that night?”

At another point in the debate, Ehrlich aimed this salvo at O’Malley: “I think we have finally focused on the problem: The governor doesn’t understand the fundamentals of state government.”

O’Malley sure as heck doesn’t understand how people who immigrate to this country get to be “new Americans.” Sneaking into the country illegally — or staying put after a visa has expired — isn’t part of the process.

Those interested in knowing what that process is need only Google the three simple words “naturalization,” “process” and “American.” They’ll immediately see the topic “Naturalization Process, How To Become A U.S. Citizen” on the Web site uscitizenship.info/ins-citizenship-process.

Once searchers click on the link, they’ll come to a page of the U.S. Citizenship and Immigration Services, USCIS for short. (In simpler times, this was the government agency known as the Immigration and Naturalization Service.)

The USCIS page lists the four steps immigrants need to take if they want to become “new Americans.” Those steps are:

1. Submit a complete application.

2. Get fingerprinted.

3. Attend a USCIS interview and take tests.

4. Take the oath to become a “new American.”

At least three steps of that four-step process are relatively easy for those immigrants who’ve entered the country legally: submitting the application, getting fingerprinted and taking the oath.

The third step has two parts, which might present a difficulty for some. Even if immigrants wishing to become naturalized citizens ace the interview, they still face the hurdle of passing the English and civics tests. But at least they have the comfort of knowing that many native-born, English-speaking Americans probably couldn’t pass the darned tests either.

Illegal immigrants, almost by definition, can’t participate in the four-step process. For the interview, they would have to bring identification “and any other documents that the USCIS may have requested.” To even begin the process — the application — they would need supporting documents and two passport-size photos.

So how, as O’Malley suggested, would we “create a pathway to citizenship” for illegal immigrants? Why, by having all 12 million of them bypass the four-step process, of course.

That’s precisely what those who support a “pathway to citizenship” are proposing. That’s why Americans should reject such foolishness out of hand.

The phrase O’Malley should have used in lieu of “new Americans” is “new Marylanders.” The nation’s leading sanctuary state east of the Mississippi has created its own criteria for state citizenship. And it also has four steps:

1. Enter the country, preferably illegally.

2. Whine about being a victim even though you’ve broken our nation’s laws. In fact, make no reference at all to your breaking the law. Talk about your “rights” instead.

3. Pin the racist tag on anyone who opposes your flagrant breaking of the law.

4. This is the most important step of all: Vote Democratic.

“New Americans” indeed. If there were an award given for the most craven display of caving in to an interest group, O’Malley would win it hands down.

The nonsense of ‘new Americans’

Monday’s debate between Martin O’Malley and Bob Ehrlich was quite instructive, and no more so for me than when O’Malley used the term “new Americans” to describe illegal aliens not only residing in Maryland but throughout the nation and his support for a “comprehensive” solution to the problem favored by the Democrats and the Obama administration. Leave it to a Democrat to get it wrong on essentially all levels.

So, according to O’Malley and Obama and Democrat logic, anyone arriving in our country by hook or by crook is automatically a “new American” and that designation is rationalized by using the tired and boring anecdote that, hey, we’re all immigrants, in fact we’re a nation of immigrants.

As usual, Martin O’Malley is wrong. We’re not just merely a nation of immigrants. Rather, we’re a nation of legal immigrants. That’s a huge distinction. And under what circumstances should people be allowed to become legal immigrants? As the late, great economist Milton Friedman said, you can’t have open borders in a welfare state.

The immigrants to America in the late 19th and early 20th centuries, the period from which most Americans can trace their immigrant roots, was far different than the situation today. When our relatives came to America, they had four choices after getting off the boat at Ellis Island. They could work, or be supported by relatives and friends, or return to their native country, or roll up in a fetal position and die. That was it.

That is decidedly not the case today, especially for illegal aliens living in Martin O’Malley’s Maryland, where supporting the illegal folks living in our state cost taxpayers over $1.4 billion last year alone in medical, education and justice system services. That’s money that should have been used for the citizens of Maryland as well as the legal immigrants that have moved here. That’s true compassion. That’s Bob Ehrlich’s style of compassion, trying to make the treasure of our state available to those that belong here, not those that lawfully do not.

Here’s a simple rule of thumb to determine the true motives of our Democrat leaders like Martin O’Malley and Barack Obama. How long would it take them to close the American borders if those illegals streaming across would likely be voting Republican instead of Democrat? Draw your own conclusions.

Washington Post Foreign Service

SAN DIEGO — When a major Mexican drug cartel opened a branch office here on the California side of the border, U.S. authorities tapped into its cellphones – then listened, watched and waited.

Their surveillance effort captured more than 50,000 calls over six months, conversations that reached deep into Mexico and helped build a sprawling case against 43 suspects – including Mexican police and top officials – allegedly linked to a savage trafficking ring known as the Fernando Sanchez Organization.

According to the wiretaps and confidential informants, the suspects plotted kidnappings and killings and hired American teenage girls, with nicknames like Dopey, to smuggle quarter-pound loads of methamphetamine across the border for $100 a trip. To send a message to a rival, they dumped a disemboweled dog in his mother’s front yard.

But U.S. law enforcement officials say the most worrisome thing about the Fernando Sanchez Organization was how aggressively it moved to set up operations in the United States, working out of a San Diego apartment it called “The Office.”

At a time of heightened concern in Washington that drug violence along the border may spill into the United States, the case dubbed “Luz Verde,” or Green Light, shows how Mexican cartels are trying to build up their U.S. presence.

The Fernando Sanchez Organization’s San Diego venture functioned almost like a franchise, prosecutors say, giving the group greater control over lucrative smuggling routes and drug distribution networks north of the border.

“They moved back and forth, from one side to the other. They commuted. We had lieutenants of the organization living here in San Diego and ordering kidnappings and murders in Mexico,” said Todd Robinson, the assistant U.S. attorney who will prosecute the alleged ring next year.

The case shows that as the border becomes less of an operational barrier for Mexican cartels, it appears to be less of one for U.S. surveillance efforts. Because the suspects’ cellphone and radio traffic could be captured by towers on the northern side of the border, U.S. agents were able to eavesdrop on calls made on Mexican cellphones, between two callers in Mexico – a tactic prosecutors say has never been deployed so extensively.

Captured on one wiretap: a cartel leader, a former homicide detective from Tijuana, negotiating with a Mexican state judicial police officer about a job offer to lead a death squad.

Recorded on other calls: the operation’s biggest catch, Jesus Quinones Marquez, a high-ranking Mexican official and alleged cartel operative code-named “El Rinon,” or “The Kidney.” As he worked and socialized with U.S. law enforcement officials in his role as international liaison for the Baja California attorney general’s office, Quinones passed confidential information to cartel bosses and directed Mexican police to take action against rival traffickers, prosecutors say.

He and 34 other suspects are now in U.S. jails. The remaining eight are still at large.

Investigators say it is not unusual for Mexican cartel leaders and their underlings to move north in search of refuge or to place representatives in such cities as Los Angeles, Chicago and Atlanta to manage large deliveries of drugs. But the Fernando Sanchez Organization was more ambitious. It was building a network in San Diego, complete with senior managers to facilitate large and small drug shipments and sales.

Cross-border network
The gang is an offshoot of the Tijuana cartel, led by baby-faced Fernando Sanchez Arellano, a nephew of the once fearsome Arellano-Felix brothers who ran the Tijuana drug trade for almost 20 years before they were captured or killed. The nephew’s organization is a weaker syndicate, at war with itself and rivals, police say, and locked in a desperate struggle to maintain market share in the highly competitive billion-dollar drug corridor into California.

Unlike the cartel crews in Mexico, which are typically built on strong ties between families or friends, the San Diego franchise recruited from U.S.-based Latino street gangs. Some recruits were illegal immigrants, others U.S. citizens, according to arrest warrants. Twelve of the 43 indicted have alleged gang affiliations in San Diego. Six of the 43 are current or former Mexican law enforcement officers. Eight are women.

“You couldn’t pick these people out of a crowd,” said Leonard Miranda, a retired captain in the Chula Vista, Calif., police department who worked on the investigation. “Some of them kept a very low profile. Their family members didn’t even know.”

According to the 86-page federal racketeering indictment unsealed July 23, cartel members operated stash houses, managed smuggling crews, distributed marijuana and methamphetamine, trafficked in weapons, laundered money, committed robberies and collected drug debts. When people did not pay, they were kidnapped or targeted with execution on both sides of the border.

U.S. authorities say the wiretaps allowed them to foil murder plots and other violent acts. The assistant special agent in charge of the San Diego FBI office, David Bowdich, said his teams stopped the execution of two Mexican police officers. The authorities also saved a cartel associate called “Sharky” who was going to be killed because he had disrespected drug lords in Tijuana.

Troubling signs
From their apartments by the beach or cars parked at motels, the targets of the investigation talked and talked on their cellphones.

They almost always spoke in Spanish, usually in clipped code, with lots of street slang. They bought and quickly discarded the phones. Top lieutenants often employed “alineadores,” personal assistants who juggled a dozen phones and took messages so that the boss would not be heard on the line. Investigators say the alleged cartel members clearly were afraid that their calls could be monitored.

And they were right. In February, the FBI secured hard-to-get “roving” wiretaps for 44 individuals that allowed investigators to track their movements via global positioning satellites.

According to U.S. law enforcement officials, the Mexican government was not involved in the investigation.

Quinones, the high-ranking Mexi

can official, was a close adviser to Attorney General Rommel Moreno, the top prosecutor in Mexico’s Baja California state. He was arrested July 22 when U.S. agents invited him to the San Diego police department to help with an investigation. It was a setup.

“My client’s gone from a cross-border international liaison officer to a guy in a 10-by-10-foot isolation cell in lockdown 23 hours a day,” said his attorney, Patrick Hall, who described Quinones as “a normal dad with three kids, married 11 years, who lived in Tijuana all his adult life and was one of the dads out there at the Little League baseball games.”

Hall said the federal agents were “reading in facts and interpretations and distortions into the true meanings of what’s being said on the wiretaps.”

Quinones’s arrest has almost certainly dealt a blow to efforts at cross-border information sharing and collaboration, though officials on both sides played down the apparent betrayal. “Would you stop going to church just because of one bad priest?” Quinones’s boss, Moreno, said in an interview in Tijuana.

But the U.S. wiretaps also detected other troubling signs of corruption.

On the day of the mass arrests, U.S. agents arranged for suspected drug lieutenant Jose Najera Gil to pick up visa documents he was seeking from the U.S. Consulate in Tijuana. But the Mexican police who were supposed to arrest him at the consulate failed to show up.

A day before the arrests, another Mexican police officer, Jose Ortega Nuvo, received a call on his cellphone, which was being tapped by U.S agents. The caller warned him that he was about to be arrested. According to court testimony, the call came from the offices of the federal police in Mexico City – a special unit vetted to work alongside agents from the U.S. Drug Enforcement Administration.

I support the second amendment because I took an oath to protect and defend the U.S. Constitution and the Maryland Constitution and all of their amendments.

The Declaration of Independence recognizes the right to life, liberty and the pursuit of happiness. Without the right to Keep and Bear Arms, we the people would have no defense against a tyrannical government. Additionally, without the right to bear arms, we would not have the ability to protect ourselves, our lives, or our property as the Founders so clearly intended.

I have always campaigned with the Second Amendment as one of my core issues. I not only campaign on gun rights issues, but also sponsor the right to carry legislation in Maryland. In 2007 I welcomed the opportunity to meet and collaborate with Dan Reiley (a Democrat) regarding the Right to Carry legislation. Dan urged me to let him sponsor the bill and gather democrat support for the bill. From 2007 until now, Dan and I worked with Delegate Smigiel to do our best to pass right to carry legislation in Maryland. Unfortunately, Dan lost the Democrat primary and as result, I will work closely with Delegate Smigiel and Maryland’s gun community to determine our strategy for the upcoming legislative session.

Constitutionally yours,

Delegate Don Dwyer, Jr.

Across America today, the general media is portraying conservative TEA Party activists as some radical, racist group of individuals who are out to destroy America.

Conservatives and TEA Party activists must stay focused. The TEA in TEA Party stands for Taxed Enough Already. Do not let the opposition portray this movement as anything else. Do not let the liberal media define you.

The truth is, the majority of elected Liberals (mostly Democrat) and Party Leaders are the real threat to America. Don’t take my word for it, simply look at who opposes stopping Illegal Immigration in Maryland, for one example. Governor O’Malley, Attorney General Gansler, and the majority of elected Democrats in the legislature all support giving Illegal Aliens rights and benefits at the expense of you, the tax payer!

The Liberal Politicians and liberal media cannot win the when it comes to debating issues with conservatives and TEA Party members, supporters and followers. Therefore, they are using a two-pronged approach that has nothing to do with the issues.

Liberal Politicians and the liberal media are:

Creating a phantom struggle within the Republican Party

Claiming that TEA Party folks are racists and right wing wackos, which is also a scare tactic. They’re trying to scare away grandma and grandpa from being TEA Party activists.

Being opposed to tax increases, new taxes and larger government does not a right wing wacko make. If the Liberal Politicians and liberal media are successful in falsely defining and, thereby, destroying this grassroots movement (and candidates we favor), they win in November.

Republicans (of all stripes; conservative, libertarian, moderate) must remember who the enemy is. Liberal Politicians (again, mostly Democrat) are successful at circling the troops and staying united. Republicans have a history of circling the troops and firing at one another. Republicans must avoid the circular firing squad at all costs. Stay focused on the opponent. A high body count is not a sign of success if the bodies are those of America’s conservatives.

Constitutionally yours,

Delegate Don Dwyer, Jr.

The following article is an excellent one. The emphasis is added, and highlights his main points. I have been accused time and again of having this “hate” toward homosexuals because I disagree with their lifestyle, which simply isn’t so. Joe Sobran has been accused of the same, and explains why this “use of hate” is an illegitimate one.

The Uses of Hate

ARLINGTON, VIRGINIA — A reader who says he usually likes my columns took
strong exception to the one I wrote criticizing the U.S.
Supreme Court for striking down the Texas sodomy law

(“The Court Can Do No Wrong,”

http://www.sobran.com/columns/2003/030701.shtml).

He charged me with “bigotry” and added that I

sounded like “a bitter homophobe.”

Since I hadn’t written about homosexuality as such,
or even about the merits of the Texas law, I wondered how
he got that impression. It’s possible to disapprove of
sodomy *and* the Texas law *and* the Court’s ruling, and
I do. But no matter how clearly you try to write, you
can’t stop people from reading their own notions into
your words.

Needless to say, it’s very common these days to
respond to an argument by addressing not the point the
writer is making, but his supposed feelings about the
subject. Was it always so, or has the world taken a
turn for the worse lately? I can’t say, but few would say
we live in an age distinguished by logical thinking.
If you reject a political claim made in the name of any
category of people, you can expect to be accused of
hating all the people in that category.

This kind of thinking has gotten especially silly in
the area of “gay rights” and “homophobia,” terms too
blurry to mean much. It’s not that I want to plead not
guilty to the charges; I merely want to point out how
unrealistic the charges are on their face.

Lots of people disapprove of sodomy and find it
disgusting. These attitudes are ancient and are implicit
in all our slang and jokes about the subject. But how
many people who hold them really hate homosexuals without
distinction? Very few, really. The ones who do have often
had unpleasant personal experiences that explain their
hostility; yet I have a friend who, though he was
molested as a boy and completely shares my views on the
matter, harbors no special animosity toward homosexuals
in general.

Despite all the rhetoric of bigotry that assails us
these days, it just isn’t that easy to hate
indiscriminately. In fact such hatred seems unnatural –
or, if you prefer, idiosyncratic.

But some people find a strange moral satisfaction in
positing a ubiquitous “hate,” usually against
“minorities” of one sort or another. And of course this
“hate” requires the state to take various actions to
protect the alleged victims, to make reparations, to
reeducate the bigoted public, and finally to “eradicate”
the proscribed attitudes. This stipulated “hate” seems to
fill a vacuum in the moral universe, much as the rarefied
ether was once believed to fill the emptiness of outer
space.

So “hate” endows the state with a vast mandate for
correction. Citizens must be treated as potential, even
presumptive, bigots. “Discrimination” must be anticipated
and forbidden. Ambitious laws and programs must be passed
and implemented. Old freedoms — of association,
property, commercial exchange — become suspect and must
be abridged.

And the scope of the state must be expanded to
include even the inspection of our motives. It isn’t
enough to ban overt “discrimination,” since we may be
“discriminating” furtively; and because we may be lying
about our real motives, the state must also enforce
outward compliance with “civil rights” laws (by
imposing racial quotas and the like). Meanwhile, more

and more things are said to be “discriminatory,”
including marriage.

All this must be most encouraging to the sort of
people who think of the state as an instrument for the
complete overhauling of society and human relations. What
better starting point for such a project than a

presumption of guilt against — well, everyone?

I was not surprised nor should you be that the Gazette did not endorse me yet again.

It is obvious that our local news paper is more liberal than I am. Fortunately, their editorial attacks only bolster my supporters.

I did not go to Annapolis to make friends, nor did I go to go along get along; I went to make a difference. I have and will continue to defend the Constitution on which this great State was founded.

The editors somehow believe that it is inappropriate for me to stand and defend what I believe in as an elected official. They also believe it was irresponsible for me to hold Maryland’s Attorney General accountable to his Oath when he violated the Constitution and the separation of powers. For the record, he was impeached but was not removed by the Democrat majority in the State House. I hope you agree with my impeachment charge.

They said “Voters will have to decide for themselves whether Dwyer’s strong conservative views are more valuable than his embarrassing antics…” I have never been embarrassed defending the Constitution and your God given right to Life, Liberty and Property. I have simply stood on my beliefs and will continue to do so if you trust me once again to represent you.

It is true, I am outspoken. It also true that I refuse to speak in politically correct terms, I tell people what they need to know, not what they want to hear. As you might expect, this makes me controversial at times.

I have and will continue to fight to protect you and your constitutional rights. Fortunately, I have a well documented record of doing just that. My challengers on the other hand have no record anywhere.

Constitutionally Yours,

Delegate Don Dwyer, Jr.
